Do these need special tools to fit?

No special tools are required beyond the usual spanners for M15 nuts. They install like standard cups when your model uses matching pivot hardware.

Can graphite cups be used with ball studs of different sizes?

They are intended for 13.9mm pivot balls. Using a different ball diameter can cause poor fit and should be avoided unless the cup is specified for that size.

What cleaning routine do you recommend?

After runs, remove loose dirt with compressed air and wipe mating parts clean. Apply a small amount of suitable dry lubricant if needed, and inspect for wear before the next session.
